Community Hospitals


There is no a specific definition that can clearly define the community hospitalsbecause the concept of this organization is different from country to country. But mainly, a community hospital is a local hospital, unit or centre providing an appropriate range and format of accessible health care facilities andresources and aimed to provide a more homelike style of care.


The community hospitals is basically found forproviding both health and social care services for older people and local communities by positioning the hospitals in places that can serve the patients within the area they liveand with the right level of care, are often closer to home for friends and families to visit and is often a more relaxed atmosphere than thegeneral hospitals.

Also,can help to prevent emergency admissions to general hospitals and will play a significant role in supporting the reduction of hospitaldelayed discharges from the current maximum wait of six weeks to 14 days.


A number of community hospitals provide specialist services that have been traditionally offered at large care facilities. This includes specialist inpatient services such as dementia care, diagnostic tests and procedures, minor injury services or general clinical services.

This ensures that services are delivered as close to patients as possible and in remote areas and this can result in patient’ssavings hours of costly transport to and from major centers and thestress and other opportunity costs associated with travel.


The main Functions of community hospitals:

  • They support the rehabilitation and recovery of patients after a stay in angeneral hospital.

  • They provide the specialist end of community services, whether this be coordinating care around high risk patients, providing/co-locating services that patients have traditionally had to travel to bigger sites for and beds for clinical specialties.

  • They provide some diagnostic andoutpatient services. The majority of community hospitals and the clinical servicesthey provide will see patients in most of these categories.


Based on the operation Management concept:


We can identify the three factors of the community hospitals in the followings:


Community hospitals Inputs:

There are more than one input for the community hospitals as financial, Staff, equipments, database systems and patients.

  • Regarding to the financial inputs the community hospitals are supported by government (Ministry of Health) by providing annual budget and also it can be funded by an investor.

  • The manpower and staff considered as inputs for the community hospitals. It is especially important that all staff are trained to use of assets based approach, enabling patients to regain their confidence as quickly as possible to facilitate discharge back to their own homes.

  • The good and high quality equipmentshelp a lot in running the community hospitals efficiently. The high quality equipments lead to efficient diagnostics and this will lead to reach the main goal of community hospitals.

  • The patients that transferred from the general hospitals who have completed the treatment from a major case, but are stable and no longer need to receive specialist care, can be transferred to a community hospital to continue their rehabilitation before being discharged transfer to a community hospital freesup more beds in the generalhospitals ensuring their more efficient use.


Community hospitals Processes:

Since that the patient is the core factor in this service, so every single process is done in this organization will affect directly the satisfaction of the patients and the quality of treatments they will have and to ensure that the patients are treated in the most appropriate setting.


The processes done within the community hospitals can be listed in the following points:

  • Each patient has a full report includes the patient’s health history and family history that can be used to predict the future problems that will maybe faced based on the historical data and this report will reduce the time taking to treat the patient.

  • This focus puts the person at the centre of thedecision making process, provides them with the support they need to keep healthyand safe and reduces the incidences of unplanned admissions to hospitals that can be so disruptive to people’s lives.

  • Specialties offered the cost per bed per day, length of stay and a range of performancemeasures used to assess performance of acute facilities.

  • Case/care management and Virtual Ward are some of the techniques that communityteams use to identify patients who are at risk of an unplanned admission and proactively manage their care. The use of these systems in areas where there is community hospital provision ensures that the right patients are admitted.


  • Co-ordinate admissions and discharge planning between the specialized hospitals and the community hospital must be in place.

  • Community Hospitals can offer unique training opportunities to medicalstudents. It supports the development of generalist skills in trainee medics and will ensure that there is greater numbers of qualified manpower who have experience of working within a community hospital setting.

  • The use of tele-health solutions can often provide a cost effective mechanism to deliver care locally. With access to video consultation this has enabled remote attendance of the specialist at patient goal setting meetings.


    Community hospitals Outputs:

    Most of the outputs of the community hospitals are community and social services and not a product and the quality of the service provided is very important for the community hospitals because it effects the reputation of the organization and the sustainability in the field.

    • Satisfied patients with the type of service and the quality of treatment that provided by the hospital

    • Well trained staff after the coordination with the medicine institutes to support the organization with enough manpower from specialists and nurses


    The operation manager role:

    Most of the times and in many community hospitals the operation manager originally has a medical background but in general the operation manager is responsible for the followings:

    • Prevent any delay in providing the treatment in thecommunity while ensuring that beds are available in a timely manner for those patients requiring treatment in the general hospitals.

    • Providing good continuity of care and better transitional arrangements for the patient.

    • The Operation Manager should start and control all the performance as he planned to achieve the targeted result with in time. During the performance phase he should take care of all the applicable terms, conditions and policy to be applied.

  • Each community hospital has a clear service planthat identifies its role and maximizes its contribution to managing demand anddelivering outcomes within specified care pathways.


    Marketing Contribution in community hospitals:

    Community hospital marketing strategy that is very cost effective. With so many marketing mediums available, how do you know which medium will bring you the highest return on investment?

    • Internet adverting cost the least and is often the most effective.

    • Television advertising is the second most effective advertising medium.

    • Radio is a costly advertising medium and often has the lowest response rate.

    • Internet advertising brings substantially more visitors to your site than any other medium.

    • The Internet advertising is often the most cost effective form of advertising for campaigns with smaller advertising budgets.

    • PatientSatisfaction is the gauge that used by the marketing manager and (CRM) Customer Relation Management to measure the performance and quality of service provided by the community hospitals and measures the customer satisfaction.


    Finance Contribution in community hospitals:

    All the above activates have to be managed by financial managers:

    • Reducing the cost and increasing the revenue is the main goal for the financial manager and he must find the way and the new technology that contributes to achieve this goal.

    • Also, the financial manager is the person who is responsible to find the funding resources whether it was a government resource or long term loans from banks.

    • The return on investment measure the financial performance of the community hospitals. The higher ROI the higher investor’s satisfaction.
